Incidence

The shifting of social services to the urban centres leaves rural villages without access to the type of expertise they once enjoyed. New services may be nearby but are nevertheless out of reach; water, health and sanitation services are available only in the larger regional cities. Village residents may be aware of modern ways but are without the means for being self-sufficient. To the villager, what was once a contented, quiet existence has become remote, poor and dissatisfying. Community attempts at implementing local initiatives are often inhibited or frustrated.
