This strategy addresses skill gaps, workforce shortages, and inefficiencies by forecasting future requirements, implementing targeted training, and aligning talent with objectives. Its practical intent is to ensure a capable, adaptable workforce, remedying mismatches between available competencies and evolving demands, thereby enhancing productivity, innovation, and sustainable development across sectors.
Implementation
ILO improves the capacity of governments to develop national and sectoral human resource development policies that are commensurate with their development objectives in a period of demographic evolution, rapid technological change and structural adjustment. These require adjustment of the training output to the changing demand patterns for skilled workers in the labour market. ILO also assists in the introduction of flexible, responsive and cost-effective training programmes. There is a specific concern to broaden access of certain population groups, particularly women, to training opportunities.
