The role of those who give counsel – so urgent to the creation of consensus in today's complex societies – is blocked by a context for their advice which is excessively narrow. This reluctance to consider the direction of the whole community prevents advice from illuminating the broader issues which it must ultimately address. Thus the confidant, the technical specialist, the cabinet minister – all these advice-givers lose their power.
