Lack of international policy on specific issues

  • Policy fragmentation on global issues
  • Absence of common policy on regional aggression
  • Absence of policy consensus on environmental hazards
  • Absence of policy consensus on human rights abuses

Incidence

The international community remains far from any common policy on regional aggression, disaster relief or major abuses of human rights. There is no provision for dealing with anarchical social breakdown (as in Somalia). There is no collective political will to act. Existing mechanisms of common action (such as the United Nations) are discredited by the effectiveness of the acts of defiance of those who disturb the peace.
