Context

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends expanding training programmes on water hygiene and sanitation at all levels, including special programmes for women.

Implementation

In 1993, the International Federation of Red Cross and Red Crescent Societies trained trainers and 1,500 village workers in sanitation and water hygiene to provide safe water supplies for 80,000 people.
