Context

Conflicts are increasingly fought by smaller and less disciplined forces, often struggling over the control of resources, rather than ideology or legitimacy. Conflicts are increasingly intrastate rather than international, meaning that the combatants and the outside world are less likely to view the conflict as subject to external scrutiny.
