Agenda 21 recommends that countries, the United Nations and non-governmental organizations should encourage mobilization of both men and women in awareness campaigns, stressing the role of the family in environmental activities, women's contribution to transmission of knowledge and social values and the development of human resources.
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the UN Commission on Sustainable Development and implemented through national and local authorities.
