Context

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends that governments and relevant international organizations, with the cooperation of industry, should cooperate in establishing, strengthening and expanding, as appropriate, the network of designated national authorities for exchange of information on chemicals and establish a technical exchange programme to produce a core of trained personnel within each participating country. It further recommends assisting the creation of national chemical information systems in developing countries and improving access to existing international systems.
