Optimizing production for export and domestic markets

A domestic environment is created that is supportive of an optimal balance between production for the domestic and export markets, by removal of bias against exports and by discouraging inefficient import-substitution.

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
