Giving migrants right to stay

Context
Currently, over 100 million people or 2 percent of the world's population are estimated to be emigrants. This figure may triple by the year 2000, and continue to rise substantially as the great majority of the world's rapid population growth occurs in migration-out countries and regions. One option proposed is to adopt a "a right to stay" policy in migrant-attracting countries for any number of migrant category types.
