Establishing standby humanitarian police service

Many countries are far more willing to send material aid such as food and medicine than they are ready to send security personnel for risk of exposure in response or request to dealing with emergencies around the globe. Lack of security personnel such as police jeopardize emergency aid programmes. It is, therefore, suggested that a standby humanitarian police service under a UN mandate should be developed which could subsequently respond independently to crises instead of relying on unreliable sources.

During the Rwandan crises the UN appealed to 60 nations for peacekeepers and all those nations declined.
