Implementation

The first internationally agreed voluntary code for non-animal-tested cosmetics was launched in 1997. In 1993, the European Parliament voted to ban the sale of new cosmetics that have been tested on animals from 1 January 1998; the Council delayed this until 1 June 2000, saying that the ban would only be implemented if there were no "valid alternatives".

Claim

  1. Most people believe cosmetics and toiletries are no longer tested on animals. This is not the case.
