Claim

  1. The poorest people in any society are the hardest to reach. They live in remote and inaccessible areas, are scattered and isolated, or else crowded in urban slums. They are the least skilled, they have the fewest productive resources and they have little access to high productivity employment. Growth tends to pass them by, and the public services fail to touch their lives unless specific measures are taken. It is important in formulating national strategies for the next decade of development for policy makers repeatedly to ask themselves: Growth for whom ?
