- The management of large corporations and government agencies control the means of innovation by regulating market indicators and internal technological decisions. Management patterns are not designed to include the knowledge and experience of all the groups involved in and affected by technological decisions; and it is difficult to discover how these decisions are made and who participates in important discussions.
