The misappropriation of public funds emerged as a recognized global concern in the late 20th century, as high-profile scandals in both developed and developing nations exposed systemic vulnerabilities in public financial management. International organizations, such as Transparency International and the World Bank, began systematically documenting cases and their impacts, highlighting the problem’s prevalence and its corrosive effects on governance, development, and public trust. Heightened media scrutiny and investigative reporting further amplified global awareness of this persistent issue.

Incidence

During and following the Gulf War, it is alleged that some US$5 billion was unlawfully taken from the public funds of Kuwait by businessmen and officials, including members of the ruling Sabah family. This resulted in the depletion of Kuwaiti investments in London, Paris and Spain. Senior officials are alleged to have removed at least US$70 million.
