Misallocation of resources to protect the elderly

The elderly are not getting the care, protection and basic necessities that society can afford. Resources are assumed to be scarce yet both public and private spending patterns indicate otherwise. Band-aids solution to elder's needs then clog delivery systems and mediate against finding real solutions and allocating funds effectively.
