  1. Leaders are not being raised who can take charge in today's ambiguous situation when a final arbitrating authority is no longer recognized. The political process through which executive authority is chosen does not breed independent, purposeful leaders. The most obvious breakdown is in the area of local executive authority, which as often opposes the spirit of the community as it represents it.
