Nature

Incompetence implies an interference with thinking which gives rise to defects in judgement and leads to behavioural abnormalities such as squandering, hoarding, or gullibility.

Incidence

In the French 'Greenpeace Affair' of 1985, Frenchmen seemed most to condemn not their government's action of attacking the Rainbow Warrior, but their government's incompetence in the handling of the attack, as well as the subsequent botched cover-up attempt.
