Nature

When one country fears that imports from another country carry an infectious disease that could spread into the native population or cause illness or damage, then it may attempt to ban or restrict the undesirable imports.

Incidence

In 1994 Germany attempted to ban the importation of British beef due to fear of mad cow disease.

A beetle that infests wooden pallets resulted in restrictions in trade from wooden packaging by the USA and the EU in 2000/2001.
