Failure of global-scale planning for expertise development

There is an apparent failing in the methods that are used for planning the use and development of skilled people to the greatest advantage of society: the training of specialists is uncoordinated on the international level; specialist services are isolated from the needs of people in a global context; and methods for future planning are inadequate.
