Failure to appear as witness to produce information or to be sworn


Nature

A person who is in possession of evidence to give an official judicial, administrative or legislative proceeding, is lawfully summoned to give that evidence and fails to appear, to produce the evidence to be sworn as a witness is guilty of a crime. It is not possible to judge the merits of a case without all the evidence available and to hinder the gathering of such evidence endangers the decision making processes of government.
