Description

Reorienting community planning structures in order to image them as operating out of a local-global context in determining local needs and distribution of abilities to the globe. This enables greater workers' participation in establishing working standards and in planning the employment of workers' skills. It also facilitates the creation of readily available apprenticeships and compensation to enable local man to creatively participate in local economic planning. This will be done in order to catalyze existing agencies or new ones to seek a common commitment and covenant from communities throughout the globe to share their surplus goods and services based on human need across the world.

Implementation

Tactics include: prioritizing distribution responsibility, re-engaging citizen participation, signalling global need, demonstrating local care, and standardizing benefit procedures.
