  1. Species conservation plans will only be effective if it balances the difference of everyone's interests. It also needs to be practical, or the goals of the new system will need to be attainable. Lack of knowledge about the species that the law will affect is one of the main reasons current policies fail. Lastly the new system must be political, this means that the public interest will help decide which species to save since it may be impossible to save them all.
