Monitoring representational responsibility


Description

Verifying leadership quality of the symbolic leader as he is obligated to be accountable to the individual. The effect is to hold the leader to his assigned task as he represents the people of the community and society of which he is a part.

Context

An integral part of re-energizing public leadership by creating an operational context in which the executive authority recaptures authentic representational power while being held responsible to the individual.

Implementation

Tactics include: report procedures to articulate executive actions carried out relative to assigned tasks; structure accountability to hold symbolic leaders to their assigned task and yet allow them freedom of decision; constitutional review to keep executive action in accordance with constitutional mandate; affirmed opposition to provide a symbolic leader who receives all data and puts it in a broader context; and mediated conflicts to keep objectivity in holding locales accountable to overall priorities. An example is the Senate Foreign Relations Committee holding hearings to determine the propriety of the foreign policy position of the executive toward communist China.
