Localizing participation in legislation

Enabling the grassroots individual to participate significantly and responsibly in polity decision-making. The effect is an open relationship between the individual and political-economic power and structures above him.

An integral part of enabling participatory regulation by training the individual to enlarge his policy-making scope to a global level while participating at 'grassroots' level; and by gathering, coordinating and distributing global information.

Tactics include: grassroots bureaucracy to provide decision-making at a local level; participation training to orient an individual to his on-going social responsibilities through courses; regulatory guilds to strengthen the individual's ability to participate in decision making; bureaucratic answerability to enable the individual to hold political-economic power structures accountable; and polity enthusiasm to create and sustain the individual's interest in the decision-making of bureaucratic systems. An example is a group of people in a small town consenting and deciding to hold the management of a national bank accountable to its investments in South Africa.
