Description

Transferring ownership or use of land to local organs of government (municipalities).

Context

This movement grew as a counter-idea to Lenin's agrarian reforms which emphasized state controlled land. The Menshiviks first advocated this approach during the Revolution of 1905-07 in Russia.

Counter claim

  1. Municipalization of land in contrast to nationalization of land is unworkable since it proposes social change without economic reform and ignores the question of central government.
