Facilitating transfer of clean technology
Description
Facilitating transfer of clean technology involves enabling the efficient sharing and adoption of environmentally sound technologies across borders and sectors. This strategy focuses on removing barriers such as lack of information, financial constraints, and regulatory obstacles, while promoting partnerships, capacity-building, and supportive policy frameworks. Its practical intent is to accelerate global access to sustainable solutions, reduce environmental impacts, and address development disparities by ensuring that proven clean technologies reach those who need them most.
Context
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 suggests that governments of developed countries might provide a range of incentives to encourage industry to transfer environmentally sound technology and know-how on clean technology and low-waste production to developing countries on preferential and non-commercial terms, thus bringing about changes to sustain innovation. Governments should cooperate with industry through sectoral trade industry associations to develop guidelines and codes of conduct, leading to cleaner production.
