- 1. The World Trade Organization Technical Barriers to Trade (TBT) Agreement, negotiated during the Uruguay Round, may threaten national eco-labeling schemes, both voluntary and compulsory. It must be interpreted to preserve the ability of governments and private organizations to protect the consumer's right-to-know and to promote sustainable consumption, particularly in the area of genetically modified organisms, through labeling.
