Context

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends such improvements with respect to integrating environment and development in decision-making.

Implementation

ILO enhances the contribution of vocational training to economic and social development, especially in developing countries. The programme: increases the capacity of vocational training systems to adapt to changing employment needs and prepare workers for self-employment; improves the quality and range of skills of the labour force; increases the efficiency of vocational training systems; and enhances the incomes of poorer and more vulnerable population groups, especially women and youth in rural areas.
