Description

Researching to make available comprehensive data which is the gist of consensus. The effect is to explode the self-depreciating stance, 'I am not an expert' and set the context for decision-making for every individual.

Context

An integral part of formulating collective opinion by enabling the individual to use the comprehensive data and consensus methodology which will involve him in decision-making processes.

Implementation

Tactics include: need study to delineate specific areas of problems to be dealt with through the consensus methodology; opinion survey to develop the means of collecting community wisdom to meet the areas of need; information evaluation to categorize the data from the community wisdom into usable forms applicable to the community needs; prioritized concerns to decide the relative urgency of the needs, therefore the order, in which the concerns are to be dealt with; and computerized data intended to systematically retain and categorize data which is needed in collective decision-making. For example a community in India decides to reformulate its community and by contacting the data bank in a global centre they are able to obtain information from a community which has built a model for reformulation.
