Context
Human rights is applicable in peacetime and war and to non-refugee as well as refugee populations. Specifically, humanitarian law stipulates certain rights in conditions of international and internal armed conflict.
Implementation
UNESCO's programme includes the following: contributing to the ongoing reflection on new prospects in international law concerning human rights and to the promotion of academic freedom and cultural rights, including those of persons belonging to minorities.
