Higher-fuel efficiency by itself provides no incentive to change driving habits: to drive more efficiently, carpool, take the subway or bus, combine trips, or use non-fossil powered vehicles. For this reason, increased new-vehicle efficiency alone will not reduce oil consumption over the long term.
