Implementation
The Missile Technology Control Regime is, in effect, a club whose members have agreed to bar the export of technologies needed for missiles of more than 300kms range. Since its creation in 1987, largely at U.S. initiative, the MTCR has swollen to 29 members (including Russia), while other countries – among them China and Israel – have agreed to abide by MTCR guidelines without formally joining the club.
