Adopting analytical procedures for prior impact assessments of projects


Implementation

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.

Agenda 21 recommends adopting comprehensive analytical procedures for prior and simultaneous assessment of the impact of decisions, including the impact within and among the economic, social and environmental spheres; these procedures should extend beyond the project level to policies and programmes; analysis should also include assessment of costs, benefits and risks.
