  1. The provision of training and development for staff has to take account of the needs of the organization as a whole, the needs of the separate units that make up the whole and the interests of the individual employees, which staff means taking account of their individual career aspirations, the particular skills requirements of their job and their personal development needs. It should include more than supportive oversight by a supervisor or on-the-job training to take up new responsibilities. Consultant services should be provided for things like conflict management, team development, leadership training and strategic planning.
