  1. Leaders tend to endeavour to maintain a monopoly of power over directing the future of their people, endeavouring to inspire their followers to accept a view of a perfect world which awaits them, whilst ensuring that the people remain totally dependent on the leadership to get them there. Leaders, especially autocratic leaders, reveal to their followers not more than the immediate next step in any changes towards the better society. The leaders are thus free to propose any course of action as being part of the unrevealed plan required to achieve the ends which all are agreed are desirable.
