  1. The increasing use of computer technology is marked by operational systems of data storage and retrieval which are less efficient than their predecessors, because the technology is still only partially understood by its users and is not fully integrated into existing systems of office procedures and daily life and work. There is thus incomplete and slow information exchange, limited data dissemination and incompatible computers components and languages.
