International attention intensified following incidents such as the 1986 Chernobyl disaster and the 2003 North American blackout, both linked to neglected maintenance. Since then, cross-sectoral studies and regulatory frameworks have increasingly highlighted the systemic risks posed by insufficient upkeep of critical infrastructure.

More than 3,600,000 books were destroyed by fire and water in February, 1988 when the library of the Academy of Sciences of the former Soviet Union at Leningrad burned down. Many pre-revolutionary volumes cannot be replaced.
