The lack of a centrally controlled and consolidated budget in the UN family of organizations, resulting in part from the fact that some agencies came into existence before the UN itself, leads as a natural consequence to an absence of authority in relation to programming. Each agency scrambles for funds using the vested interests which support it in national capitals. The result is a situation which can be correctly described as uncontrollable. This further exacerbated by incomplete payment of contributions by some of the States members of the organizations and from delays in payment of contributions.
