Chinese mainland criminals are often hired by a Hong Kong mastermind because their labour is cheaper and they have no police records in the territory. Guangdong Province and Hong Kong are 15 minutes apart by speedboat. Because there is no extradition treaty with China, Hong Kong police can do little.
