Statute

Statutes may form the constitution of an organization when they consist of provisions and regulations defining its objectives and procedures and the functions of its constituent or internal bodies and office-holders. While conventional statutes are essential to order within the organization they also provide the basis for bureaucratic and vertical structures and are on occasion, counter-productive to creative, flexible action.
