Speech from the throne

The speech from the throne is an address given by a monarch to open a session of Parliament and found in countries with monarchical forms of government. It is written by government officials and is Parliament's legislative agenda for that session. Parliament's approval of the speech from the throne is equivalent to a vote of confidence in the government.
