Conference participants who point out that change requires time and who distrust immediate and impulsive action. They often claim that there has not been enough time to deal seriously with the issues and that more time must be given.[Advantages]

This perspective is a useful counterbalance to actionists who are frustrated by the delay in the implementation of action plans. They tend to be aware of the dangers and risks of impetuous action and tend to favour a more organic cultivation of change.

[Disadvantages]

Can be advocates of procrastination and delay simply as an excuse for their own lack of results. They can seriously damage momentum and motivation that could have achieved much. They can be afraid of the pace of change and the risk involved.
