Conference flexibility

The degree to which the conference activities, process and structure are marked by informal procedures rather than by adherence to established procedures. It is not reflected in the extent to which the participation of members is free from prescribed ways of behaving through customs, traditions, written or unwritten rules, regulations or codes of procedure.
